Administrative layers of quality were analyzed, spatializing relationships between management and maintenance to understand where systemic interventions could take place, both in terms of physical park design, and in terms of process and decision-making. With an understanding that revenue and funding are primary drivers of quality, we compared budget and management structures with other major centres across North America.
