"The library stands out as a strong public building. It could have been something very simple, just a basic structure, but instead there was investment in design, in how it looks, and how it functions at the same time. There is a clear architectural presence to it, something that gives it visual impact. It feels like more than just a functional building. It becomes something you notice and engage with. What makes it important is that it shows what happens when a public building goes beyond the minimum. It creates a place that people recognize and respond to, not just use."
